Dr. Henry Kissinger served as national security advisor and later Secretary of State to President Richard M. Nixon.

When the Russians invaded Afghanistan, he accompanied Nixon to the war room, sitting on his right. In the simulated projection of the war, he noticed that they wouldn't be able to knock the warheads heading for the American East Coast and asked where they should be that time.[1]

He accompanies him to NORAD headquarters when a global war looms with the Soviet Union. While the mad bomber image was his idea, he told Nixon that he saw no profit employing these tactics.[2]
